Do you know if it is possible to kite surf on Halki? I can hire or take my own equipment.

Absolutely would have to take your own stuff. Port police might have a say in it. It is restricted to marked areas in Rhodes.

Twenty odd years ago my older son took out firstly, a windsurfer and later a Laser dinghy. On both occasions he was initially pulled in by the port police but when he showed them proof of his experience/training,they let him get on with it. Things have changed for sure but when something "new" appears, depending on who their current chief is,they could wreck your day!

I did wonder about that Sth ..although Halki is quiet, the shipping lanes are strongly defended

I cannot think of anywhere on Halki where you could safely do this. Either you would be whizzing around local vessels, or so far from any help that if anything went wrong you would be in danger.
You may be well versed in the colregs, but local fishermen and ferries are not. It sometimes seems that kit/sail boarders, and dinghy sailors are not conversant with the regulations either!
sth is right, the port police do not look favourably on "heroes"; usually swimmers in the open water where there are vessels about their business.
