1) I think this is the Halki taxi!
2) If you are familiar with the biblical "world" you will know that it means the known world.
So, if we combine 1 & 2; the known world is Halki, this is the only taxi on Halki, therefore it is the cheapest taxi in the world.
At least I think that's the logic of the statement!
